That Council proclaim April 7, 2026 as Green Shirt Day.

O'Sullivan THAT Council receive the Mobility Master Plan (Phase 1).

THAT Consent Agenda Items H.1, H.3, H.4 and H.5 be approved as amended.

THAT the Advisory Committee Minutes of the following meetings be adopted as presented: Accessibility Advisory Committee January 28, 2026 Agriculture and Rural Affairs Advisory Committee January 21, 2026 Community and Economic Development Advisory Committee February 2, 2026 Housing Advisory Committee February 5, 2026 Health, Wellness and Fitness Advisory Committee February 10, 2026 Environmental Action Advisory Committee January 26, 2026 Indigenous Advisory Circle January 22, 2026; and, Mayors Taskforce on Clean Technology January 19, 2026

THAT Council awards the tender to Marathon in the amount of $876,340 for micropiling for Bell Hall.

THAT Council enact By-law 36-26, being a By-law to authorize the Chief Administrative Officer to execute an agreement between the Municipality of North Grenville, the Downtown Kemptville Business Improvement Area (BIA), and Peter Twilley for the lease of 21 Clothier Street East for use as a public parking lot for a period of one (1) year beginning October 1, 2025, in the amount of $700.00 per month shared between the Municipality and the BIA; AND THAT Council ratify the lease agreement executed on September 19, 2025 and currently in effect as of October 1, 2025. AND THAT Council authorize Finance to administer the property tax account associated with the property in accordance with the terms of the lease agreement.

THAT Council receive and accept the 2025 Annual Wastewater Performance Report: Kemptville Water Pollution Control Plant and the 2025 Annual Performance Report: Kemptville Sanitary Collection System for information.

That Council receives the Housing Accelerator Fund Update Report for information.

O'Sullivan THAT the following Meeting Minutes of Council be adopted, as presented: Special Council Meeting - March 3, 2026, Special Council Meeting - March 9, 2026; and, Regular Council Meeting - March 11, 2026.

THAT Council approve an adjustment to the Kemptville Campus water bill through waiving of $32,711.35 in penalties and interest and drawing $199,719.96 from the Kemptville Campus Reserve THAT Council approve a bi-monthly charge of $13,000 to the Campus water bill until the high water consumption on site is addressed and the continuation of the waiving of penalties and interest

O'Sullivan THAT the Confirmation By-Law as attached to this Agenda be read a first, second and third time, and finally passed in Open Council.

THAT we do now adjourn at 9:25 p.m. to meet again at the call of the Mayor.
