Council Meeting

THAT the Agenda for November 12, 2025 be approved, as presented.

THAT Consent Agenda Item G.1 be removed for discussion.

THAT Council recommends the United Counties of Leeds and Grenville to approve a one-year extension of Phase V of the eQuinelle Subdivision draft plan conditions.

O'Sullivan THAT the Minutes of the following meetings be adopted as presented: November 4, 2025 Special Council Meeting; and, November 4, 2025 Regular Council Meeting

THAT Council approves the award of RFQ NGFS2025-02 for the refurbishment of the 2007 E-One Heavy Rescue Apparatus to Iron Trade Works Inc. in the amount of $154,053.99 excluding applicable taxes; and THAT Council authorizes the Fire Chief, or designate, to execute the necessary contract documents to proceed with the refurbishment project.

THAT Council adopts By-law 85-25 being a By-law to amend By-law 99-24 being the Fence By-Law.

O'Sullivan THAT Council awards the Tourism Community Improvement Plan proposal to Vitality Planning in the amount of $52,970.

THAT Council receive the updated Housing Needs Assessment (HNA) for the Municipality of North Grenville for information purposes.

THAT Council does now recess at 7:45 p.m. to reconvene in 5 minutes.

O'Sullivan WHEREAS the safety and accessibility of roads within the Municipality of North Grenville are of paramount importance to its residents and visitors; and, WHEREAS the road infrastructure on Van Buren Street (County Road 24) between Prescott and Raina Way lacks adequate pedestrian infrastructure, posing risks to pedestrian safety and hindering the municipality's goal of promoting active transportation. NOW THEREFORE BE IT RESOLVED THAT the Council of the Municipality of North Grenville requests that the United Counties of Leeds and Grenville approve the establishment of a sidewalk on the south side of Van Buren Street (County Road 24) between Prescott Street and Raina Way to enhance safety, accessibility, and economic development opportunities; and, BE IT FURTHER RESOLVED THAT a copy of this motion be forwarded to the United Counties Council and relevant staff, requesting their immediate consideration of this matter; and, BE IT FINALLY RESOLVED THAT the Municipality of North Grenville commits to the design of this sidewalk as soon as approval is secured from the Counties.

O'Sullivan THAT Council of the Corporation of the Municipality of North Grenville move into closed session at 8:12 p.m. at the North Grenville Municipal Office in accordance with Section 239(2)(h) of the Municipal Act,2001 to consider the following: Bell Hall - Section 239(2)(h) information explicitly supplied in confidence to the municipality or local board by Canada, a province or territory or a Crown agency of any of them.

THAT Council directs Staff to proceed as directed.

THAT the Confirmation By-Law as attached to this Agenda be read a first, second and third time, and finally passed in Open Council.

THAT we do now adjourn at 8:33 p.m. to meet again at the call of the Mayor.
